Number of pages
The single biggest driver. A five-page company site and a forty-page site differ.

Noor Digital prices a website in Qatar against a written page list, and six decisions set the figure: page count, one or two languages, template or custom design, selling online, integrations, and who writes the content. There is no honest single number without that list; all six are settled in writing before you are quoted.

The single biggest driver. A five-page company site and a forty-page site differ.
Arabic is a second build with its own design, writing and testing, not a translation pass.
A bought theme costs less up front and more in speed, editing and every future change.
Payment, delivery rules, stock and order management move a site into another category.
Every system the site has to talk to adds discovery, build and testing to the estimate.
Text and images you supply cost nothing; what we produce is scoped and priced.

Noor Digital cannot give an honest single number, and neither can anyone else without your page list. The same phrase - a business website - covers a five-page English brochure and a bilingual forty-page site with a booking system, and those are not variations of one product.
Noor Digital's quotations move on six things, and understanding them lets you steer the cost before you ask for a figure. Page count matters less than distinct templates: twenty news articles sharing one layout cost far less than five pages that each look different.
Noor Digital separates the build from the running costs deliberately, because the second is where people get an unwelcome surprise in year two. A website has ongoing costs whoever builds it, and they belong on the quotation rather than in a conversation twelve months later.
Noor Digital gets asked this constantly, and the answer is rarely dishonesty - the two quotations describe different things. Cheap is sometimes correct: a new company in Lusail or Al Wakrah needing one credible page, email on its own domain and a Google Business Profile should buy exactly that.
Noor Digital suggests running any quotation, ours included, through the same short list. Each item is a common cause of dispute between Qatari companies and their web suppliers, and each one is settled in a single line of a written scope.
Noor Digital quotes against a written page list rather than publishing a figure, because a five-page English site and a bilingual site with a booking system are not one product. Page count, Arabic, custom design, e-commerce, integrations and content decide the number, and each one is agreed in writing first.
Noor Digital scopes Arabic as its own line on the quotation, because it is a second build: mirrored layout, Arabic typography, Arabic writing and separate testing. You see exactly what the language costs and can decide with real information instead of discovering it as a surprise later.
Noor Digital says it depends on what you are buying. A small, honest site for a new company is a sound purchase. A cheap version of a large site is not: bought themes, page builders, no training and no source files cost more across three years than building it properly once.
Yes. Noor Digital normally splits payment across project milestones - kickoff, design sign-off and launch - so payment follows delivered work rather than arriving in one lump. Larger builds are split into more stages. The schedule is written into the quotation before anything starts.
Noor Digital lists hosting, the .qa domain and business email as separate recurring items on the quotation rather than folding them into the build. They recur annually or monthly for as long as the site is live, so seeing them from the start avoids an unwelcome discovery in year two.
Noor Digital's quotation is fixed against the written page list and scope it describes. If you add pages, a language or an integration after signing, that change is quoted in writing before work on it starts, and you can decline it. Nothing appears on the invoice that was not on the quotation or a signed change.
